HKEY_CURRENT_USER\Software\ORL\WinVNC3\
 
Create a DWORD value AllowProperties and change it to 0 for disallowing them
to change the properties for VNC.
 
Do this also in HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\
