vnc with inetd: Xvnc hangs after a couple of seconds

Hello,
I have Two alpha-servers with Digital Unix 4.0f OS.
Both are running vnc using inetd. The configuration is the same. I
copied the vnc directory from the first one to a second one, edited the
/etc/services and /etc/inetd.conf and it was all done.
BUT, on the second server I have a disconnection after a second or Two.
Using telnet shows the same problem. I get the right answer with telnet,
and then a "connection refused" error.
Any ideas what rejects my connection ?
