Network vnc server

I am a Tech for the school District here and we are using Netware 4.1 and 4.2
on all our servers. I have  over 3000+ users running win95 or win98. My
question is can the vnc server be made networkable?  I need to find a way to
put the server on the users' workstations without going out to each school and
touching each workstation. Is there a way to accomplish this?
