how to start the vncserver from web browser

Please help me for the deadline:

I want to load the web browser, then run a cgi script
to automate the process of start the vncserver
installed on a HP-UNIX server, then run a program.

Has anyone done this before? I wrote a Perl script and
it seems to work locally on the HP-Unix server, but
not remotely from the browser. 

Or did anyone try other ways to automate the process?
