Simulating NT's Ctrl-Alt-Delete Logon

Can anyone tell me what are the Ctrl Down, Ctrl up, Atl Down and Atl up for?
I can seem to make them do anything on NT PCs. Thanks!

If you click on the VNC Icon in the upper-left corner of the viewer
window/title bar, it shows a menu that includes an entry for sending the
Crtl-Alt-Del keystroke.
