Unable to get the Enter key to work for IBM 3270 emulation using PCOM under WIN2000

I have installed VNC under windows 2000 and it is very impressive. The one
problem I have is that I cannot get the mainframe enter key to work
(actually R-CTRL) under the IBM Personal Communications package (PCOM) which
emulates mainframe 3270 sessions. I have changed the registry enries on both
the Host machine and the Viewing machine to say use_KeyPress=1 as
recommended but it still doesnt work. I assume that I dont have to reboot
both machines to make this work.
Has anyone else encountered and then overcome this problem?
