Second password for user vs. admin?

I could not find this in the FAQ and am a newbie to VNC and am wondering if there are any mods to add a second password so the user can have one password and Admins another. We do not want a user to have the admin password where they can go to everyone else's machines. Any other password related modifications to prevent internal abuse? Thanks, Dave
