failed to connect

I am running win98 on a laptop that is used both on and off of a microsoft
small business server network.  my goal is to connect to a vnc server over
the internet via dun while the laptop is NOT connected to this network.  I
have tried this setup on other dialup machines and it works like a charm.
for some reason the laptop will not connect to the server. I can ping the
server address. Any suggestions would be greatly appreciated.
