VNC Java connection exception

Hi, 
I just installed VNC Server in windows NT 4.0 and tried accessing it 
through windows 98. 
I tried viewing it using the java viewer and a browser and it prompts for a
password.
When I enter the password the program exits with a connection refused error.

When I tried using the browser. I got : 
Exception: java.net.ConnectExecption 
Connection Refused. 
I would appriciate any help.
