Can anyone shed some light on this?

On windows 98 and 95 work stations I have used the -restricted command line
option and nothing happens, all vnc does is pop a window up with the basic
command line options that a user can use.

I was under the impression after reading documentation that it would restrict
the user running the server from the options associated with the server side
of vnc. I am using version 3.3.3 R7.
Whats the story guys?
