I have not heard on binaries available somewhere. I've seen that
binaries for _previous_ version (1.0) are available at

  http://www.nova.edu/~ramchr/

At releasing 1.1, I was not able to reach the persion who have
prepared those files, so most likely they aren't updated.

For the current moment, I cannot provide binaries as far as I don't
have VC++ (and Windows itself), too. We started the process of
incorporating Tight Encoding into the TridiaVNC, so most likely next
version of TridiaVNC will include my code. Note that TridiaVNC is
available both in source and in binary formats for many platforms.
