VNC Server on MS Proxy

I have looked through the documentation and still have not been =
successful at getting this working.  My scenario is:

Microsoft BackOffice Small Business Server 4.5
ADSL with Static IP
VNC v 3.3.3r1 set up to accept incoming sockets connections on display =
25

When I run proxy without Packet Filtering, I can connect up to the =
server just fine.  However, when I turn on packet filtering I can not.  =
I have spent a lot of time working to set up the proper packet filtering =
exceptions in Microsoft Proxy in the Winsock proxy and in the security =
area.  However no mater how I seem to set it up, I can not get it =
working while packet filtering is on.  So my questions is:

Does anyone have this working and if so what are the added exceptions in =
the packet filtering?.  I follow directions pretty good, so I'm all =
ears.
