Bug? with passwords when running as service

I am using 3.3.3r2 on NT4 and have noticed that when vnc is running as a
service, and the logged on user has access to the properties, that the
password is being read from the registry at HK_USERS\.DEFAULT instead of HKCU.
Here are the details:
Running as a service.
Servicehelper has been run.
under HKLM\Software\ORL\winVNC3\<username> AllowProperties=1
The password is not being read from HKCU\Software\ORL\winVNC3, but from
HK_USERS\.DEFAULT\software\ORL\winVNC3
If I stop the service and then run it as an application, the password is
read from the HKCU section as expected.
Is this a bug or am I doing something wrong?
