Are you running the VNC server on your laptop or are you just running the
VNC client on the laptop to connect to your LAN?
I'm guessing that you're testing VNC by connecting to a VNCserver in your
LAN from your laptop. Then the question isn't whether you're running ICS on
your laptop. The question is whether you're using ICS to share internet
access in your LAN.
In case you're not familiar with ICS. You don't need to run ICS on every
machine in your LAN. To share internet access, you just need to run ICS on
the machine that actually connects to the internet. Therefore the firewall
is setup on that machine alone. If you try to connect to a VNC server inside
your LAN from the outside or vice versa, the firewall will block it. Unless
you open the ports for VNC, of course.
I'm also guessing that you could connect to any of the VNCservers within
your LAN from your laptop, as long as your laptop is part of your LAN. But
you could not do it when your laptop is connecting thru your Internet IP.
Such as connecting from your work machine to your home LAN.
I used to have a nifty tool that reports the states of all ports. I can't
remember what it is off-hand. I'll try to find it for you.

I'm not running ICS. I am setting this up on a laptop to explorer the
possibities of VNC. Is there any other possibilities that may be stopping
the connection process. Is there a way on 98 to check to see if those ports
are available?

Your problem is not VNC. Your problem is ICS probably. You're probably
using ICS on your win98se box to share Intrenet access within your LAN. ICS
is a firewall of sorts. It automatically blocks all ports (including 59xx..
the ones used by VNC) and allows only commonly used ports (ie: port 21 for
FTP).
That is why your VNC can reach the hosts within your LAN but not those
outside your LAN nor reach your LAN from the outside. What you need to do is
open the ports for VNC, namely 5900 and 5800.

it tells you how to map ports for ICS.
I reccomend that you open enough ports for the number of hosts in your
LAN that may run VNC. Just in case you plan to do some fancy stuff with VNC
later on.

I've setup winvnc on a win98se box I have the server running but am
unable to have people connect to the box. The box is connected to a local
lan as well as the internet via a modem. I can connect to machines on my
Lan but not to machines via the net. The correct IP Address was given so
I'm at a loss. Can someone tell me where I went wrong?
