Windows NT (in particular Server) can take a while to start up services
(anything up to a few minutes). It'll sit, seemingly idle, for a while
while some service times out or starts up, and wil then rattle off loading
the remaining ones.
This can make it appear as if WinVNC isn't loading at startup when in fact
it is.
(This only applies to NT, not Win95!!!)
