Or maybe the operating system requires a couple of minutes to truly
free up the listening port in the TCP/IP stack from the previous
process.  I have seen this on several *n*x variants, including
Linux.  If I wait about five minutes, I can usually get the previously
used display.

Note that if you want Xvnc to start on a specific display, use the
corresponing parameter to vncserver:

$ vncserver :1
