You need to set up your DHCP server with a DNS server that will talk 
with it.  WINS might do it if the VNC Viewer application will use the 
WINS name to look up the IP.  DNS and WINS are the two main name to 
IP address lookup methods.  WINS is MS Windows only but it is easy to 
set up and use.  DNS is a bit harder but is the standard on the 
Internet and better DHCP servers can do the updating automatically.
