Yes.
Set AuthHosts to something like "?" and then on each machine, have a
QuerySetting key for the user Default and one for the user SYSTEM. SYSTEM
is the user WinVNC behaves as when no-one is logged in.
HKLM/Software/ORL/WinVNC3/<Default/SYSTEM>/QuerySetting
See the docs for suitable values for QuerySetting.
