VNC Hangs At Logoff on NT Server

A Windows NT Server running the VNC service always hangs when I try to
logoff using the VNC Viewer's CTRL+ALT+DEL menu command.  The NT server
keeps saying "WinVNC cannot respond to the end task request."

I've tried uninstalling Win VNC
Updating the version of WinVNC
Cleaning the registry of all ORL and WinVNC related keys
Applying service packs after addding and removing the WinVNC service.  

Nothing appears to work.
