Using VNC with external DSL modem

First of all, you want to try and connect to the DHCP assigned IP, not the
IP of the DSL modem (I'm no IP guru, but the 10.x.x.x address is most
probably reserved for internal LAN use).

64.34.254.158 resolves to 'route-64-34-254-158.telocity.com', which I
presume is your ISP, so this is the IP that you should be able to connect
to.

Does your machine have a firewall set up or some similar security system?
What OS are you running on?  Can you access the 'net from the server machine
ok?  Are you sure the DHCP assigned IP is static, and not changed at regular
intervals? (many ISPs use this scheme as a security measure, and to stop
customers running servers).  If you're on an MS OS machine, open the command
prompt, and on 9x type 'winipcfg', or 'ipconfig' on NT to get up-to-date ip
info...
