Another possible reason to do it by a source change/recompile would be
if you truly want to ensure users are always prompted: one could see as
a good practical joke to disable the registry setting on a coworker's
computer -- an even better one would be to replace his winvnc.exe with a
res-edited copy displaying a white tray-icon even in connected mode :-)

Doing that requires some tools or knowledge, but there are various sites
offering everything for computer practical jokes, ranging from the BSOD
screen-saver to .reg files doing the job.

Of course, changing the code for that reason would also require to tweak
something in the protocol so that customized viewers can connect only to
customized servers (so as to defeat a winvnc.exe replacement).
