cut/paste issues in VNC

What do you call "a MS laptop"? A Wintel box? You don't even say which
OS and version!

Only related thing I see is: I've seen WinVNC cut-n-paste not working in
the NT4 SP3 --> client direction (was fine from Win9x and NT4 SP4+) --
it was from a NT4 SP3 server, not tested on NT4 workstations.
