Mark's response was accurate, but I'd like to elaborate some more.

I remember reading *LOTS* of documentation when I first started using VNC.
I had the same question that new users post about, and the documentation
addressed all of my questions. You can find a big 'Documentation' button
on the VNC website, or go to: http://www.uk.research.att.com/vnc/docs.html 

I don't remember exactly where it was, but I do remember reading a good 
discussion about this issue. With Windows 95 and 98, hitting CTRL-ALT-DEL
actually suspends operation of all programs while the 'Close Program' menu
is up.

If VNC were to send the sequence to a Windows 9x machine, that would
suspend VNC itself, killing the connection and making it impossible to do
anything remotely. So once again, this is a limitation of Windows which
WinVNC just exposes. God, I love those. :-)

You can find freeware which remotely reboots or shuts down a system.
Not sure about remotely killing a process though.
