installing vnc

Hi
I am new to using vnc. I just installed it on my Windows server and I
wanted to test the installed viewer. I am getting a failed to connect error
message. I want to install the viewer on another PC to remotely administer
the server - but I can't find just the viewer to install. Can I just copy
the viewer to the workstation and have it work?

I have read everything that I could print out and I am not clear as to how
to set this up. One of the documents I pulled off a web site says I can
change AllowLoopback so I can test the installation but I can't find where
it is set.
