I think you could do it by first creating the window as hidden and
topmost using CreateWindowEx(), then only making it visible using the
SW_SHOWNOACTIVATE attribute of ShowWindow().

This should make the prompt appear on top of everything but unfocused,
thus the user could finish his current typing undisturbed before going
to acknowledge the VNC prompt.
