[WinVNC] Slightly OT: Registry

I've managed to work all the bugs out of upgrading VNC except one:  By 
default users are not allowed to close WinVNC due to the default 
AllowShutDown value being 0.  To upgrade I need to issue the WinVNC - kill 
command to end the service.  This only works if default AllowShutDown is 
changed to 1, not a problem as a simple reg file can accomplish 
this.  After the upgrade I need to change the default back to 0, this is 
where I am choking.

After the value has been changed from 0 I have been wholly unable to change 
the value back to zero or to any other value.  Apparently, merging a reg 
file from the command line will not overwrite a Dword value if it is 
non-zero under Win98.  Anyone know how to overwrite a non-zero registry 
value using the command line?
