We've already discussed this, actually.  With a PC running Windows, there
must be a properly configured graphics card for VNC (or Windows) to
function, however a physical monitor is optional.  With a PC running Linux,
if you can convince the BIOS to not mind missing a video card, you can run
Linux without the card altogether and use Telnet, Xvnc and/or a serial
console to control the machine.

Xvnc runs independently of the hardware video capabilities of the machine -
if you can boot the box, it has a network connection, and it has sufficient
memory to load Xvnc, it will run successfully.

With a Mac, the graphics card is required (it's almost impossible to get a
Mac without one, most have it built onto the m/board), but as the Mac
auto-senses the monitor it is necessary to 'fool' it into thinking one is
there, by using a Mac->VGA adaptor set to an appropriate resolution.  Some
of the more recent Macs have VGA sockets already - these do not require the
adaptor.
