NT server "pool" using VNC ...?

With the inherent Win NT limitation that you can't log in more than one user (at 
least as a GUI user) without serious confusion I have been contemplating a setup 
where several NT systems form a "pool" from which an unused one can be selected 
when a remote user wishes to VNC into it.  Has anyone tried this?  Any 
suggestions?

At a minimum, can anyone tell me how I could find out (i.e. write a program) 
from NT whether anyone is "logged in" either on the console or via VNC?  That 
would give me a "used/not" indication.
