National characters on NT

I run VNC 3.3.3 (I think, I tried doing an "about" on the remote 
server and it disconnected me) on Windows NT 4.0 / SP 6.
I connect using Netscape 4.61 on Windows NT 4.0 / SP 6. On this 
client I have installed several "Input Locales" that I can switch 
between using Shift+Alt. I switch between US English and 
Norwegian keyboard.
When I use Norwegian keyboard, the characters are not transferred 
to the VNC server, the keys are just "dead".
Is this a known problem, is there some way to fix this?
I'll try the latest VNC server tomorrow morning.
