Using Compression thru SSH, OpenSSL, ZLib or zeebedee will deffinately (sp)
be needed on a 56K connect.
Some Links to those special Versons of VNC:
ftp://ftp.pyx.ch/pub/vnc/ (OpenSSL)
http://www.winton.org.uk/zebedee/
You could also search the archives for OpenSSL and ZLib.
A good starting point will be the FAQ to SSH on the VNC-Website

I think the server should be more powerful than a 486. Since the Server does
all the work (with compression/encryption even more so) you shouldn't be to
cheap on that end. An AMD K6/2 can be had for quite reasonable prices.
Disclaimer: I haven't tried a compressed ppp-connection to a vnc server. But
some other on the list will know about the speed and will gladly tell you
their story.
Cheers
