Repeated disk accesses when running VNC

I have recently installed VNC on my machine (PC, Windows 98)
and it appears to work as expected.
However, while VNC is active and waiting for an external
connection it continually accesses the hard disk. It does this every
2-3 seconds. I have concerns that this will reduce the lifetime of the
drive. It is also annoying to have it continually clicking away.
Is this normal? Is there anything that can be done to reduce disk
usage?
