Window manager buttons

I am using VNC on a Solaris system with fvwm2.  The problem is that
I have defined some keys like this:

#
Key SunFront    A       A       RaiseLower
Key SunOpen     A       A       Iconify
#
# Openwindows
#
Key F15         A       A       RaiseLower
Key F17         A       A       Iconify

Now if I am in the vncviewer, and I hit the Sun's "Front" button it
uses the outer window manager, so effectively my whole viewer gets lowered
to the bottom of the stack of windows.  What I want to do is to be able
to hit the Front button and have it affect the windows in the viewer.
(especially if I am on full-screen mode).

Any ideas on how to do this?
