Defragmenting while VNC is running

How much RAM have you got?  Windows requires a lot of RAM, and if VNC is
using a fair bit then machines without very much physical RAM will use the
HD as swap space.  Remember that a working Win95 setup can take as much as
45 Mb of RAM immediately after boot time, and i suspect Win98 will grab
even more...
