Today's MacVNC bug fix

Bug: A race condition can sometimes occur if an update almost fills the output
buffer and the network is slow enough not to process it before more data needs
to be sent

Symptom: The server stops 1/2 way through an update, and then sends nothing
more.

Preliminary Fix: Available as archive of PPC Server and PPC control panel.
