My experience with running a Mac headless is that it needs to have
"something" attached to the monitor port. That "something" could be a cable
with no monitor at the other end or a Mac-to-SVGA adapter--that's what I
have used. With the "something" attached, the Mac thinks it has a monitor,
therefore resulting in a "desktop" to draw in VNC.
