Full-screen DOS mode is a text-based mode, which doesn't use the raster
graphics that VNC needs to work. The only practical solution at present is
to run it in a maximised window. If the text is hard to read, force it to
use a non-TrueType font, which will be bolder and have better geometry.

I think that's more likely to be a Windoze 98 problem than a VNC problem.
Blame Microsoft for releasing untested code, and consider downgrading to
Windoze 95B, which is much more stable and has almost the same features.
