Yep - it's quite easy. Open TCP/IP control panel, select User Mode from
the Edit menu, change to Advanced and OK. Then click Options button,
uncheck "load only when needed", OK, close control panel and save changes.
TCP/IP will now load whenever possible rather than when necessary, but
watch out if you have a modem or other dial-up device - it will keep trying
to 'bring up' even when nothing is loaded. That's the reason "load only
when needed" is the default.
