VNC Setup Windows 98se

I've setup winvnc on a win98se box  I have the server running but am unable
to have people connect to the box.  The box is connected to a local lan as
well as the internet via a modem.  I can connect to machines on my Lan but
not to machines via the net.  The correct IP Address was given so I'm at a
loss.  Can someone tell me where I went wrong?
