Is it possible to force xterm as only app?

not really - you could 'not' run a window manager and just set the Xterm to
start up, but that wouldn't prevent anyone from starting FVWM or something
and then doing everything as normal, or from starting other X apps from the
command line.  Why not use X, anyway?
