Remote access through proxy

Sorry that this is slightly off-topic here.

I understand that VNC, even with the Java client, uses a proprietary RFB
protocol on TCP/IP, and cannot be directed through an HTTP proxy.

Does anyone know any remote-access solution which I can use through a simple
proxy? If it is just command-line based instead of graphical, that is OK.

I have been thinking of writing a CGI script where you can type commands
into an HTML form, click submit, and the results come back in the reply
page. Is this feasible? Is there a better solutions?
