If the server were to send all changes to the framebuffer without the client
asking for them, then a client that was slower *relative* to the server's
updates would be overloaded trying to keep up with the updates.  This is not
only a waste of badnwidth but a waste of the server processing time. By
having the client request updates, the network bandwidth is used more
efficiently and the server is not flooding the client with updates.
