Hmm.. an alternative way might be to just read the registry key that
contains this information:

	HKCU\Control Panel\Desktop\Wallpaper

which is set to "" when no wallpaper is present and set to the full
filename of the bitmap when everything is set.  I don't know if this is
the same key for Win95/98/2000. 

In addition to removing the wallpaper, I would suspect that removing any
background pattern (which would appear after the wallpaper was removed)
would also result in a speed increase for WinVNC (same place, named
"Pattern" instead).
