"Close all programs and log on as different user" causes wait for application to finish dialog box

when I try to log on as a different user, a endtask|wait|cancel box appears
on the remote machine. At this point, the machine (a server) stops serving
(domain authentication, Email, Printing, et.al) I can not see this dialog
box remotely, so I have to have someone from the remote site end the task. I
then can reconnect and log in using a different ID. I am using NT4SP5, and
WinVNC 3.3.3R2.
