One obvious and fairly simple solution would be to include a BMP file
on the kiosk that says what you want, and have the remote login
process work as follows:

 1. On authenticating a remote login, disable the keyboard
    and mouse and automatically display that BMP full screen.

 2. On the remote login disconnecting, perform a windows
    screen refresh, then enable the mouse and keyboard.
