Is there a virtual video driver out there?

I followed a thread that discussed the possibility of a virtual video
driver.  The intent of the discussion seemed to be cenetered on performance
improvements.  I am also looking at cost reduction.  If I can eliminate the
need for a real video card in my Windows PC (server), this is all the
better.  Currently I have to have a video card in the server PC.
