Extra Licenses needed for the S/W that VNC Server gives access to ?

I'm new to the list and if this has been asked before then please excuse my
ignorance.

We have a SCADA PC installed in one of the production buildings on our site, but
we have no extra view clients to attach to the system which is running
Wonderware SCADA on NT4. It essentially gives the operators an MMI into the
production plant.

If I install VNC Server on this SCADA PC and then view it elsewhere using the
VNC Viewer on Win95 across the Network, is there a need to have another NT
License and another Wonderware License ?

I discussed this with our IT manager who expressed the opinion that 'We are
running two copies of the software (NT+Wonderware) and therefore require
multiple licenses. Is he correct ?
