The logon script does not provide additional priviledges.
The Windows Installer Service under Windows 2000 can be used to install with
elevated priviledges. Anyone test vnc with Windows 2000 yet?

The only way you will be able to install as service is as an admin, or at
least it should be... But: you could use a utility like su (resource kit) to
elevate priviliges, and I also used to think that the logon script had more
priviliges anyway... but I'm not so sure there now.
