client browser initiates dial up connection

I would have got back sooner but my isp email thingy stopped working.
If above you mean the "prompt to use dialup networking"....it's not that.

My hosts file seems to work because I can connect by computer name in
network neighbourhood.

It's beginning to bother me.
I don't have DNS or WINS enabled.
