Um, I think Tom's unstated intent is that the server wouldn't be running
all the time. You'd phone the user, they'd run the server, and then
you'd connect. This is exactly equivalent to the software solution,
except that the phone call is more likely to get the user's attention
than the dialog when the user is in their office/work area but not at
the computer (unless the dialog also beeps).

This is actually how I most often use VNC when connecting to someone
else's computer, and I usually terminate both ends of the session by
terminating WinVNC from the tray icon or running an appropriate kill
command on UNIX.
