"AllowShutdown" is a dword value. And it must be set to Zero.
It must be placed in HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\Default
"AllowShutdown"=3Ddword:00000000
It works very well : the VNC Server can't be shut down... In fact, it's
the service that can't be stopped...
